The Main Street Medical Office Building project proposes construction of a four-story building intended for medical office and retail uses, and includes underground parking. The project would require the demolition of three buildings including a two-story building constructed in 1963 and designed in the International style. The City of Orange determined the project to have no adverse impact on the 1963 building because the Cultural Resources Assessment authored by LSA Associates and sponsored by the applicant, Pacific Medical Buildings, concluded that the 1963 building is not a historic resource. The assessment maintained that the building did not possess enough historic significance to be eligible for the California Register of Historical Resources.

In response to the City’s environmental review (Mitigated Negative Declaration), Preserve Orange County strongly disagreed with the conclusions drawn in the Cultural Resources Assessment. POC found sufficient evidence to support the finding that the 1963 building would be eligible for the California Register under Criterion C, and would therefore be considered a historic resource according to the California Environmental Quality Act. For more detail, see our public comments under Reference Documents below. Architectural historian, Alan Hess, also submitted comments in support of the finding that the building at 363 S. Main Street is a representative example of the International style and Southern California Modernism.
